Steps for granting ... true Jurisdiction ... to a Catholic Bishop to run a Diocese or Order
in times when these steps were possible

Step 1 >  A Bishop may submit to the Archbishop of his province the names of Priests he recommends to be elevated to Bishop.
                  (Not possible in these times since there are no Bishops or Priests)

Step 2 >  The Archbishop distributes to all the Bishops of the province ... the names and resumes of the recommended Priests.
                  (Not possible in these times since there are no Bishops or Priests)

Step 3 >  After discussion among the Bishops at the province meeting, a vote is taken on which Priests to recommend (the number may vary).
                  (Not possible in these times since there are no Bishops or Priests)

Step 4 >  This recommended list of Priests then goes to ... the Apostolic Nuncio (also called Papal Nuncio) ... the Vatican's representative of the country ... who may do additional surveys of the candidates.
                  (Not possible in these times since there are no Bishops or Priests)

Step 5 >  All materials are then forwarded from the country's Papal Nuncio ... to the Congregation for Bishops in Rome.
                  (Not possible in these times since there are no Bishops or Priests)

Step 6 >  The Congregation for Bishops presents their recommendations ... to the Pope.
                  (Not possible in these times since there are no Bishops or Priests)

Step 7 >  The Pope informs the Congregation of his selection ... the Congregation informs the Papal Nuncio of the subject country.
                  (Not possible in these times since there are no Bishops or Priests)

Step 8 >  A Papal bull of the candidate's appointment is issued by the Pope.
                  (Not possible in these times since there are no Bishops or Priests)

Step 9 >  The newly appointed Bishop is obliged to get Episcopal Consecration within three months of the arrival of ... the Papal bull of his appointment.
                  (Not possible in these times since there are no Bishops or Priests)

Step 10 >  The new Bishop then has .. the power of Jurisdiction of that Diocese / Order ... initiated by the Pope's bull / letter of appointment.
                   (Not possible in these times since there are no Bishops or Priests)

Note 1: When there were Priests and Bishops ... Priests have been selected out of Orders (Benedictine, Franciscan, Dominican, etc.) ... to be made Bishops.

Note 2: Step 10 above would be instantiated ... for the Bishop (who came out of an Order) ... to be granted Jurisdiction over a Diocese (not possible in these times).

Note 3: There have been ... 33 Popes (out of the 258) that came out of Catholic Orders, as opposed to a territorial Diocese ... until the last Pope, Pius X (d. 1914).

Implications / direction for people ... regarding the steps ... of sub-part A

If the group that you are in ... claims to have priests and bishops ... you are *automatically excommunicated* from the Catholic Church for physical participation in a heretic cult.

The group that you are in ... was *not* granted Catholic Jurisdiction by a Pope ... the group you are in does not have Catholic Jurisdiction to Ordain priests.

The group that you are in ... is in violation of the Jurisdiction Sources of Dogma listed on Section 87 of this site.

After 8 December 1965 ... there was not a single Bishop in the world. There was no longer anyone who could Ordain Priests ... every (apparent) Bishop approved the mountain of over 200 heresies that were in the "vatican-2 council" documents ... and fell *automatically* excommunicated for heresy (Dogma listed on Section 13.2).

After the 1914 death of Pope Pius X ... there have been no Popes that can grant Catholic Jurisdiction, they were all heretics, proven on Sections 20, 20.1, and 20.2.

Jurisdiction issues in previous times when ... there were extended vacancies of the Papacy
or when Papal mandates were not carried out

During those previous times there were actual Bishops in the world ...
this has not been the case since 8 December 1965

      a)  There where extended times when there was no Pope (which is true)

      b)  And in these times Bishops where made and granted Jurisdiction (which is true)

Such times include ... from the death of Pope Clement IV on November 29, 1268, to the election of Blessed Gregory X on September 1, 1271 ... and during the Western schism (1378 until 1417).

In those previous times ... there were in the world ... true Bishops who could consecrate bishops and assign jurisdiction.

This is not the case now ... nor has it been the case since 8 December 1965 ... since there has not been a single Bishop in the world since 8 December 1965.

After 8 December 1965 ... the entire world was devoid of even a single Bishop ... so that there cannot be a replication of making Bishops in these times of not having a Pope.

A parallel cannot be preposterously drawn ... between these times and the times of the Western schism ... or of Clement IV to Gregory X.
