The "vatican-2 council" was simply to gather the approval signatures

they were incapable of granting Catholic Jurisdiction to bishops ... this is how
the bishops offices around the world fell vacant in a piecemeal fashion
starting in 1914 ... they fell completely vacant on 8 December 1965
(see Section 12), and are all vacant to this day.

Note: This citation from the Fifth Lateran Council defines that heretics and infidels should be avoided in every way ... not treated as "members of a flock committed to our care". This is not to say that we should not try to help them out of their heresies and apostasy.
